Tokyo 2020 Hosting Contract Public After Meeting IOC Reforms

(ATR) The IOC tells Around the Rings that all stakeholders have signed an addendum to the Tokyo 2020 host city contract bringing it in line with Agenda 2020.

Today, Tokyo 2020 released a set of documents including the IOC’s host city contract, IOC joinder agreements, and IOC operational requirements. A spokesperson from the IOC confirmed to ATR that the timing of the documents was not significant. The IOC 2024 evaluation commission begins its tour of Los Angeles today, before travelling to Paris next week.

"In line with the Agenda 2020 framework, which aims to recognize the individual needs of Organizing Committees of the Olympic Games, all Tokyo 2020 signatories worked to incorporate, where appropriate, the updated operational requirements that were published by the IOC in 2015," the spokesperson said. "With this agreement now finalized between all stakeholders, Tokyo 2020 and the IOC have now published the Host City Contract."

Language for the 2020 Host City Contract had to be updated following the passing of Olympic Agenda 2020 at the 2014 Extraordinary IOC Session. The reason for this was the Tokyo 2020 Host City Contract was signed in October 2013, in one of the final acts of previous IOC President Jacques Rogge.

Given that the Olympic Charter was amended through Agenda 2020, the updated language needed to be updated in the Host City Contract. The contract was updated to include protections of human rights and against discrimination of any form and to strengthen anti-corruption language.

The 2020 Host City Contract is significantly longer than the 2024 edition. Although, sections related to "planning, organizing and staging," "accommodations," and the sport and cultural programs are found in the newly drafted operational requirements.

Both the 2024 Host City Contractand the operational requirementsfor 2024 Olympic bids had been posted online.
