Lausanne, 05 November 2018:
The International Biathlon Union’s Executive Board convened this past weekend in Lausanne for its 141st meeting. Among the many decisions, the Executive Board agreed to launch governance reforms, intensify anti-doping educational efforts, and promote female leadership within its Member Federations.
IBU President Olle Dahlin commented, "The past few days were very successful for the IBU here in Lausanne, starting with the encouraging meeting with IOC President Thomas Bach after which all restrictions on IBU by the IOC were lifted. Over the last two days, the Executive Board reached tangible outcomes and agreed on a roadmap for the implementation of major governance reforms. The revised IBU Constitution and our new strategic plan, which will be worked out with all stakeholders and Member Federations, will be drafted over the next months. We have agreed to hold an Extraordinary Congress in autumn 2019 where the new constitution and strategic plan will then be presented."
As mandated by the IBU Congress, the Board set up an internal Governance Review Commission, which will revise the IBU Constitution and Rules documents. After completion, the draft documents will be evaluated and reviewed by external experts before its introduction at the 2019 Extraordinary Congress.
The Strategy Working Group reported to the Executive Board and introduced a roadmap until the presentation of the future vision and strategic plan until the Congress. Further, the Executive Board evaluated offers to fulfil the position of an IBU Compliance Officer.
The Executive Board touched the situation of the Russian Biathlon Union and discussed criteria which need to be satisfied in order to consider lifting the RBU’s provisional membership status in the future. These criteria and next steps will be discussed with the RBU leadership in Moscow in mid-November.
Regarding educational measures in the fight against doping, it was decided that all athletes participating in the 2019 IBU Youth/ Junior World Championships have to show a completion certificate of the Anti-Doping e-Learning platform (ADeL) course offered by WADA or a similar platform of national anti-doping agencies in order to register for the event.
The Executive Board decided to hold the first IBU Women in Leadership Conference in Poland next year. The convention is aimed to develop policies and showcase best practices to increase the influence of women in the sport, as well as drive progress towards gender equality and female leadership within the IBU and its National Federations.
The IBU will raise its financial support to National Federations. In addition, travel contributions will be raised by all three IBU event series.
