Jean-Michel Brun, Secretary General of the French National Olympic and Sports Committee (CNOSF) and Member of the EOC Executive Committee, had the honour of giving the opening address at the European Commission’s seminar on sport. The event took place in Brussels on the 17th of December, and focused on the "Specificity of Sport" in the EU.

His address, from a technical perspective based on competition law, raised the level of debate to societal and political levels in particular.

The purpose was clear: to preserve the federal model for sport, which notably depends on solidarity, inclusion and the involvement of millions of volunteers.

Following a comparative study with other sectors of activity, he highlighted differences in treatment.

Based on these observations, and the fact that the specificity of sport is recognized by all European institutions, there is an evident need to clarify and secure how these terms are applied.

To this end, Jean-Michel Brun proposed short-, medium- and long-term actions to be carried out in conjunction with European institutions and the relevant stakeholders.

At the EOC General Assembly, attended by IOC President Thomas Bach, the decision was made for Jean-Michel Brun to issue a detailed report on the topic. The report is planned for the first quarter of 2020.

Jean-Michel Brun, Secrétaire général du Comité national olympique et sportif français (CNOSF) et Membre de l’Exécutif des Comités Olympiques Européens (COE), a eu l’honneur de faire le discours d’ouverture à Bruxelles, le 17 décembre 2019, à l’occasion du séminaire sur le Sport de la Commission européenne.

Le sujet concerne la Spécificité du Sport au sein de l’UE.

Au travers d’une approche technique en lien avec le Droit de la concurrence, il élève le débat aux plans sociétal et politique.

Son objectif est clairement de préserver le Modèle Sportif Fédéral qui repose notamment sur la solidarité, l’inclusion et des millions de bénévoles.

Au terme d’une étude comparative avec d’autres secteurs d’activité, il souligne des différences de traitement.

A partir de ces constats, il apparaît évident qu’une clarification et une sécurisation s’imposent en matière d’application de la spécificité du Sport, spécificité reconnue par toutes les institutions européennes.

Jean-Michel Brun propose à cet effet des pistes d’avancées à court, moyen et long termes, travaux qui doivent être menés en lien avec les institutions européennes et les autres acteurs institutionnels concernés.

Il prévoit un rapport détaillé au premier trimestre 2020, comme décidé en Assemblée Générale des Comités Olympiques Européens (COE), en présence du Président du Comité International Olympique (CIO), Thomas Bach.
