THE COURT OF ARBITRATION FOR SPORT (CAS) PROCEDURE BETWEEN THE WORLD ANTI-DOPING AGENCY (WADA) AND THE RUSSIAN ANTI-DOPING AGENCY (RUSADA)
Lausanne, 27 February 2020 - The Court of Arbitration for Sport (CAS) is conducting an arbitration
procedure between the World Anti-Doping Agency (WADA) and the Russian Anti-Doping Agency
(RUSADA). The CAS procedure was initiated by WADA in accordance with the provisions of the
WADA Code and the WADA International Standard for Code Compliance by Signatories (WADA
ISCCS) when RUSADA did not accept the conclusions of the WADA Compliance Review Committee
that were adopted by the WADA Executive Committee on 9 December 2019 (the Challenged
Decision).
The panel of arbitrators appointed to decide this matter is composed of Judge Mark L. Williams, S.C.
(Australia) (President of the Panel), Prof. Luigi Fumagalli (Italy) and Dr. Hamid G. Gharavi (France /
Iran) (Co-Arbitrators). They have now ruled on various preliminary procedural matters, as well as
requests for intervention, and have admitted the International Olympic Committee (IOC), International
Paralympic Committee (IPC), Russian Olympic Committee (ROC), Russian Paralympic Committee
(RPC), International Ice Hockey Federation (IIHF), and various individual Russian athletes as
intervening parties in this arbitration procedure.
A procedural timetable for the filing of written submissions has been established and will run until
mid-April 2020. Directions with respect to the holding of a hearing will be issued at a later stage. The
hearing, which will not take place before the end of April 2020, will not be held in public due to the
absence of an agreement between all parties concerned.
